Kaiser Permanente also agreed to invest $150 million over five years to improve its programs.Gov. DUBLIN — The 2021 death of an East Bay man at the Santa Rita Jail is being viewed under new intense scrutiny, after widely publicized body camera footage shows deputies ignored warning signs of his ailing health and later allegedly forged records to disguise the lack of check-ins.Maurice Monk, 45, of Oakland, died face down in his single-person cell at Santa Rita Jail, where he’d spent three to four days without being checked on by jail staff, the body camera footage shows. The footage, first obtained by KTVU, shows that a deputy entered Monk’s cell the day before his death, kicking uneaten food from the door’s entryway, and leaving without further action.Monk suffered from numerous medical maladies and schizoaffective disorder, according to court records.In the days before his death, other deputies who passed by wondered, “is (Monk) awake? (KRON) -- The Hayward Police Department released police officers' body-worn camera videos and new information about what happened during a fatal police shooting.Antonio Lacunas-Escobar, 37, of Hayward, was in possession of a BB pistol when he was shot by two HPD officers outside a Safeway store on City Center Drive the night of September 6, according to police. Escobar was suspected of trying to shoplift from the Safeway and officers mistook the BB pistol as a handgun, the police department said.Police uploaded the body camera videos on the Hayward Police Department's YouTube page Thursday.Police officers were initially dispatched to the area after witnesses called 911 reporting that a man was armed with a handgun at 9:40 p.m. "The caller reported that the man pointed a gun at her and a friend as they drove away from the area," HPD wrote.Officers also spoke with a Safeway security guard who said a man tried to steal items from the store.
